    OFFICIAL CALL for a Party Convention of the 36th Senate Legislative
    District of the Republican Party of Virginia

    As Chairman of the 36th Senate Legislative District Committee of the
    Republican Party of Virginia, and pursuant to the Plan of Organization and
    as recommended and directed by the 36th Senate Legislative Committee, I,
    William Card, do hereby issue this call for a Convention to be held at 10
    a.m. on Saturday, May 16th, 2015, at the Dr. A.J. Ferlazzo Building, 15941
    Donald Curtis Dr, Woodbridge, VA 22191 for the purpose of nominating a
    Republican candidate for:

    Senate in the 36th Legislative District, and

    Such additional business as may properly come before the convention.

    The 36th Senate Legislative District Committee is authorized to change
    locations as may be required by availability:

    Qualifications for Participation. All legal and qualified voters of Prince
    William County, Fairfax County, and Stafford County who are registered to
    vote in the 36th Senate Legislative District under the laws of the
    Commonwealth of Virginia, regardless of race, religion, national origin or
    sex, who are in accord with the principles of the Republican Party and who,
    if requested, express in open meeting either orally or in writing as may be
    required, their intent to support all of its nominees for public office in
    the ensuing election, may participate as members of the Republican Party of
    Virginia in its mass meetings, party canvasses, conventions or primaries
    encompassing their respective election districts.

    In addition to the foregoing, to be in accord with the principles of the
    Republican Party, a person otherwise qualified hereunder shall not have
    participated in Virginia in the nomination process of a party other than
    the Republican Party with in the last five years. A single exception shall
    be approved for a voter that renounces affiliation with any other party in
    writing, and who expresses in writing that he or she is in accord with the
    principles of the Republican Party and intends to support the nominees of
    the Republican Party in the future. A voter who utilizes the foregoing
    exception, and thereafter participates in the nomination process of a party
    other than the Republican Party, shall not have the benefit of the
    exception identified in this paragraph thereafter.

    The 36th Senate Legislative District Committee will provide a copy of all
    signed renunciation statements to the Republican Party of Virginia, to be
    maintained for a period of five years. Any voter who, subsequent to making
    a statement of intent, publicly supports a candidate in opposition to a
    Republican nominee is not qualified to participate as a member of the
    Republican Party of Virginia in its mass meetings, party canvasses,
    conventions, or primaries for a period of four (4) years.

    Filing. Delegates and alternate delegates to the Convention shall be
    certified in writing with their names, addresses, telephone numbers and
    e-mail addresses (where collected) over the signatures of the permanent
    chairman and permanent secretary of the unit mass meeting or convention
    where they were elected, or of the applicable unit chairman of the unit
    committee which may have held a party canvass to select its delegates and
    alternates or by the chairman of a unit committee in the event that no unit
    mass meeting or convention was held. Such certification shall be
    accompanied by a check, payable to the Prince William Republican Committee,
    in the amount of the voluntary filing fees collected by each unit.
    Delegates are hereby requested to accompany their filings with a voluntary,
    non-refundable fee of $10 per delegate. This fee is voluntary, and is not
    a requirement for participation in the 36th District State Senate
    Convention.

    The 36th Senate Legislative District Convention shall be composed of the
    Delegates from Prince William County, Fairfax County, and Stafford County
    who reside and are registered to vote in the 36th Senate Legislative
    District. Representation shall be based on a percentage of the total number
    of Republican votes cast in each County in the 2012 presidential and 2013
    gubernatorial elections combined. Each County is allowed one Delegate vote
    for each 250 Republican votes cast or major fraction thereof, as follows:

    Fairfax County – 69

    Prince William County – 115

    Stafford County – 24

    A delegation of this Convention is entitled to send five (5) Delegates for
    each Delegate vote, but no Delegate shall have less than one-fifth (1/5) of
    a vote.

    ALL CERTIFICATIONS, REGARDLESS OF THE DATE OF LOCAL MASS MEETING, PARTY
    CANVASS OR CONVENTION MUST BE POSTMARKED NO LATER THAN NINETEEN (19) DAYS
    PRIOR (Monday, April 27) TO THE CONVENING OF THE DISTRICT CONVENTION, OR
    DELIVERED IN PERSON NO LATER THAN 6:00 P.M. SIXTEEN (16) DAYS (Wednesday,
    April 29) PRIOR TO THE CONVENING OF THE DISTRICT CONVENTION.

    After the deadline for certification, no changes to a delegation may be
    made except that a certified alternate delegate may be made a delegate.

    Additionally, each unit chairman will be provided with a template to
    transmit the list of certified delegates electronically to the 36th Senate
    District Republican Committee.

    Candidate Filing Requirements. Any person seeking election as the
    Republican Nominee for Senate in Virginia’s 36th District must mail a
    completed and signed Official Filing Form, along with a non-refundable
    filing fee of $750.00 (Seven hundred and fifty dollars), paid by valid
    check or money order, postmarked not later than Friday, March 20th, 2015,
    to the Prince William County Republican Committee, Attn: Nominations, PO
    Box 1955, Manassas, VA 20108. Checks should be made out to “PWCRC”
    Postmarks will govern. Incomplete or modified filing forms, and/or filing
    forms accompanied by an invalid check, will be returned, and the individual
    will be deemed to have not filed for candidacy.

    In the event that only one candidate files for the office of Senator from
    the 36th District, the Convention shall be canceled, the sole candidate
    shall be declared the nominee, and the sole candidate’s filing fee shall be
    refunded.

    The Official Filing Form can be downloaded from the Prince William County
    Republican Committee website, [1]www.pwcgop.org. If not more than one
    person properly files for candidacy and is determined to be qualified, then
    that person is deemed to be nominated and the convention will not be held.

    Committees. Chairmen of the Rules, Nominations, Credentials, Tellers, and
    Logistics Committees are appointed by the 36th Senate Legislative District
    Committee. These committee chairmen will appoint the members of their
    respective committees at their own discretion. The committees will meet
    prior to the convention on the call of their respective appointed chairmen.
    The convention will be governed by (giving precedence as listed): the
    Republican Party of Virginia Party Plan of Organization, the Call of the
    convention, Robert’s Rules of Order (11th edition), and the Rules adopted
    by the Convention.

    The nomination for Virginia Senate will be decided by the plurality of the
    valid votes cast.
