Lynchburg Republican City Committee Mass Meeting

2022 LYNCHBURG REPUBLICAN CITY COMMITTEE
OFFICIAL CALL FOR A MASS MEETING

As Chairman of the Lynchburg Republican City Committee (“LRCC”), pursuant to the Republican Party of Virginia Plan of Organization, and as recommended and directed by the LRCC, I, Eric Harrison, do hereby issue this call for a Mass Meeting to be held at Liberty Mountain Conference Center, 3700 Candlers Mountain Road, Lynchburg, Virginia 24502 on Saturday, March 19, 2022, registration starting at 9:00 AM and meeting beginning at 10:00 AM, or at an alternate location, date and/or time, for the following purposes:
1. Elect the Lynchburg Republican City Committee Chair for the 2022-2024 term;
2. Elect the members of the Lynchburg Republican City Committee for the 2022-2024 term;
3. Elect up to 615 Delegates and up to an equal number of Alternate Delegates to the Fifth District Republican Convention to be held on May 21,2022, or alternate date, at Kirby Field House at Hampton-Sydney College, 198 Athletic Center Drive, Farmville, VA 23901 or alternate location, starting at 10:00 A.M., for the purpose of:
1. Election of District Committee Chairman;
2. Election of Republican Nominee for U.S. House of Representatives;
3. Transaction of such other business that may properly come before the Fifth Congressional District Republican Convention.
4. For the transaction of other such business as may properly come before the mass meeting.

QUALIFICATIONS FOR PARTICIPATION

All legal and qualified voters in the City of Lynchburg under the laws of the Commonwealth of Virginia, regardless of race, religion, national origin or sex, who are in accord with the principles of the Republican Party and who, if requested, express in open meeting either orally or in writing as may be required their intent to support all of its nominees for public office in the ensuing election may participate as members of the Republican Party of Virginia in its mass meetings, party canvasses, conventions, or primaries encompassing their respective election districts.
In addition to the foregoing, to be in accord with the principles of the Republican Party, a person otherwise qualified hereunder shall not have participated in Virginia in a nomination process of a party other than the Republican Party within the last five (5) years. A single exception shall be approved for a voter who renounces affiliation with any other party in writing, and who expresses in writing that he/she is in accord with the principles of the Republican Party and intends, at the time of the writing, to support the nominees of the Republican Party in the future. Any voter who utilizes the foregoing exception, and thereafter participates in the nomination process of a party other than the Republican Party, shall not have the benefit of the exception thereafter. Within 30 days of receipt, the Official Committee shall provide a copy of this signed renunciation statement to the Republican Party of Virginia, to be maintained for a period of five (5) years.

PREFILING PROCEDURE FOR COMMITTEE MEMBERSHIP

Candidates for election as a member of the Lynchburg Republican City Committee, and unable to attend the Mass Meeting, may prefile a written statement of their intent on an authorized form to the Lynchburg Republican City Committee, C/O Patsy Walker, Committee Secretary, Post Office Box 12237, Lynchburg Virginia, 24506 or by physical delivery to 2432 Indian Hill Road, Lynchburg Virginia 24503, or by electronic submission, which must be received not later than 8:00 PM on Monday, March 14, 2022. Postmarks do not govern. Individuals may also apply for committee membership by attending the Mass Meeting.

PREFILING PROCEDURE FOR DELEGATE TO THE 5^th DISTRICT CONVENTION

Those seeking election as a delegate to the 5^th District Convention must prefile a written statement of their intent on an authorized form to the Lynchburg Republican City Committee, C/O Patsy Walker, Committee Secretary, Post Office Box 12237, Lynchburg Virginia, 24506 or by physical delivery to 2432 Indian Hill Road, Lynchburg Virginia 24503, which must be received not later than 8:00 PM on Monday, March 14, 2022. Postmarks do not govern. Prefile forms are available at www.lynchburgrepublicanparty.com (https://lynchburgrepublicanparty.us3.list-manage.com/track/click?u=3c46c513e3f7ca6826b1362e1&id=de2c7585f1&e=d7922d508e) and by request to [email protected]m (mailto:lynchburgrepublicancc@gmail.com) . In the event the 615 delegate threshold is passed on a particular day, the forms received that day shall be drawn by lot by the committee chair until the 615^th is chosen.
In the event that fewer than 615 prefile forms are received by the deadline, individuals may register at the mass meeting by submitting an authorized form at the mass meeting. In the event that submissions from the mass meeting cause the number of delegates to surpass 615, forms submitted at the mass meeting will be chosen by lot until the 615^th is reached.

Any individual who is not among the 615 delegates may be elected as an alternate.

FILING REQUIREMENTS FOR COMMITTEE CHAIR

Candidates for election as Lynchburg Republican City Committee Chair must prefile a written statement of their intent on a form provided by the Committee to the Lynchburg Republican City Committee, C/O Patsy Walker, Committee Secretary, Post Office Box 12237, Lynchburg Virginia, 24506 or by physical delivery to 2432 Indian Hill Road, Lynchburg Virginia 24503, which must be received not later than 8:00 PM on Monday, February 28, 2022. Postmarks do not govern.

Candidates for Lynchburg Republican City Committee Chair may include a $200 check to the Lynchburg Republican City Committee when submitting their written statement or they may remit the $200 filing fee via the committee website. In the event that only one candidate for Committee Chair submits a written statement of intent the $200 fee shall be returned.
No nominations for committee chair from the floor will be considered.
Voting will be done by ranked choice ballot. The successful candidate for chair must win by a majority vote. If no candidate secures a majority in the initial count, the candidate receiving the fewest votes will be eliminated from contention, and the ballots which marked that candidate as first choice will be divided among the remaining candidates based upon which remaining candidate was marked as next highest choice. This process will repeat until one candidate receives a majority of the votes cast. If the margin of victory is less than 1%, the ballots for the top two candidates shall be recounted.

MILITARY MEMBERS AS DELEGATES

Military Members (any members of the Virginia National Guard, or the United States Armed Forces, Merchant Marine, or Coast Guard currently serving on active duty) who comply with these filing requirements shall not be required to be elected, but shall be declared delegates pursuant to Article VIII, Section H. of the Plan of Organization of the Republican Party of Virginia.

Military Member delegates or alternate delegates who are unable to attend the convention in person due to obligations of their official military orders shall have their votes cast within their unit delegation according to candidate preference ballots. Instructions regarding the casting of candidate preference ballots are available in the Call for the Convention, which is available on the website of the Republican Party of Virginia, www.virginia.gop (https://lynchburgrepublicanparty.us3.list-manage.com/track/click?u=3c46c513e3f7ca6826b1362e1&id=ba34f3edee&e=d7922d508e) .

PARTICIPATION OF MILITARY MEMBERS IN THE MASS MEETING

Military Members (any members of the Virginia National Guard, or the United States Armed Forces, Merchant Marine, or Coast Guard currently serving on active duty) who comply with the prefiling requirements for participation in the mass meeting set forth herein who are unable to attend the mass meeting in person due to obligations of their official military orders shall have their votes for Chairperson cast according to ranked choice ballots. Military Members may obtain a ballot by submitting a request to [email protected]m (mailto:LynchburgRepublicanCC@gmail.com) along with documentation of the military obligation which renders them unable to attend. Once the ballot is provided, military members must return their completed ballot to the Lynchburg Republican City Committee, C/O Patsy Walker, Committee Secretary, Post Office Box 12237, Lynchburg Virginia, 24506 or by physical delivery to 2432 Indian Hill Road, Lynchburg Virginia 24503, or by electronic submission, which must be
received not later than 8:00 PM on Wednesday, March 16, 2022.

REGISTRATION

Registration begins one hour prior to the start of the Mass Meeting. Only those persons who have registered or who are in line to register at the scheduled Mass Meeting start time will be eligible to participate in discussion or vote during the meeting.

RESOLUTIONS

No resolutions shall be considered by the Mass Meeting.
