OFFICIAL CALL PARTY CANVASS OF PRINCE WILLIAM COUNTY REPUBLICAN
COMMITTEE OF THE REPUBLICAN PARTY OF VIRGINIA

AS CHAIRMAN OF THE PRINCE WILLIAM COUNTY REPUBLICAN COMMITTEE OF THE
REPUBLICAN PARTY OF VIRGINIA, AND PURSUANT TO THE PLAN OF ORGANIZATION
AND AS RECOMMENDED AND DIRECTED BY THE COMMITTEE, I, WILLIAM CARD, DO
HEREBY ISSUE THIS CALL FOR A PARTY CANVASS TO BE HELD FROM 10 A.M. UNTIL
3 P.M. ON SATURDAY, MAY 4, 2019, FOR THE PURPOSE OF NOMINATING A
REPUBLICAN CANDIDATE FOR:

SUPERVISOR ON THE COUNTY BOARD OF SUPERVISORS IN BRENTSVILLE, COLES,
GAINESVILLE, NEABSCO, OCCOQUAN, POTOMAC, WOODBRIDGE DISTRICTS, AND
CHAIRMAN.

BALLOTING STATIONS BY LOCALITY. VOTERS ARE PERMITTED TO VOTE ONLY AT THE
BALLOTING STATION ASSIGNED TO THE MAGISTERIAL DISTRICT IN WHICH THEY ARE
REGISTERED.  THE CHAIRMAN OF THE PRINCE WILLIAM COUNTY REPUBLICAN
COMMITTEE IS AUTHORIZED TO CHANGE LOCATIONS AS MAY BE REQUIRED BY
AVAILABILITY OR OTHER FACTORS:

1.   WOODBRIDGE MIDDLE SCHOOL, 2201 YORK DRIVE, WOODBRIDGE, VA 22191
REGISTERED VOTERS IN WOODBRIDGE MAGISTERIAL DISTRICT.

2.  JAMES J. MCCOART ADMINISTRATION BUILDING, 1 COUNTY COMPLEX COURT,
PRINCE WILLIAM, VA 22192 REGISTERED VOTERS IN OCCOQUAN MAGISTERIAL
DISTRICTS.

3.  BRISTOW RUN ELEMENTARY, 8990 WORTHINGTON DRIVE, BRISTOW, VA 20136
REGISTERED VOTERS IN BRENTSVILLE MAGISTERIAL DISTRICT.

4.  BULL RUN MIDDLE SCHOOL, 6308 CATHARPIN ROAD, GAINESVILLE, VA 20155
REGISTERED VOTERS IN GAINESVILLE MAGISTERIAL DISTRICT.

5.  LOUISE BENTON MIDDLE SCHOOL, 7411 HOADLY ROAD, MANASSAS, VA 20112,
REGISTERED VOTERS IN COLES MAGISTERIAL DISTRICT.

6.  MONTCLAIR ELEMENTARY SCHOOL, 4920 TALLOWWOOD DRIVE, DUMFRIES, VA
22025, REGISTERED VOTERS IN POTOMAC DISTRICT.

7.  BEVILLE MIDDLE SCHOOL, 4901 DALE BLVD, WOODBRIDGE, VA 22193
REGISTERED VOTERS IN NEABSCO MAGISTERIAL DISTRICT.

QUALIFICATIONS FOR PARTICIPATION. ALL LEGAL AND QUALIFIED VOTERS OF
PRINCE WILLIAM COUNTY UNDER THE LAWS OF THE COMMONWEALTH OF VIRGINIA,
REGARDLESS OF RACE, RELIGION, NATIONAL ORIGIN OR GENDER, WHO ARE IN
ACCORD WITH THE PRINCIPLES OF THE REPUBLICAN PARTY AND WHO, IF
REQUESTED, EXPRESS IN OPEN MEETING EITHER ORALLY OR IN WRITING AS MAY BE
REQUIRED, THEIR INTENT TO SUPPORT ALL OF ITS NOMINEES FOR PUBLIC OFFICE
IN THE ENSUING ELECTION, MAY PARTICIPATE AS MEMBERS OF THE REPUBLICAN
PARTY OF VIRGINIA IN ITS MASS MEETINGS, PARTY CANVASSES, CONVENTIONS OR
PRIMARIES ENCOMPASSING THEIR RESPECTIVE ELECTION DISTRICTS.

IN ADDITION TO THE FOREGOING, TO BE IN ACCORD WITH THE PRINCIPLES OF THE
REPUBLICAN PARTY, A PERSON OTHERWISE QUALIFIED HEREUNDER SHALL NOT HAVE
PARTICIPATED IN VIRGINIA IN THE NOMINATION PROCESS OF A PARTY OTHER THAN
THE REPUBLICAN PARTY WITHIN THE LAST FIVE YEARS. A SINGLE EXCEPTION
SHALL BE APPROVED FOR A VOTER THAT RENOUNCES AFFILIATION WITH ANY OTHER
PARTY IN WRITING, AND WHO EXPRESSES IN WRITING THAT HE OR SHE IS IN
ACCORD WITH THE PRINCIPLES OF THE REPUBLICAN PARTY AND INTENDS TO
SUPPORT THE NOMINEES OF THE REPUBLICAN PARTY IN THE FUTURE. A VOTER WHO
UTILIZES THE FOREGOING EXCEPTION, AND THEREAFTER PARTICIPATES IN THE
NOMINATION PROCESS OF A PARTY OTHER THAN THE REPUBLICAN PARTY, SHALL NOT
HAVE THE BENEFIT OF THE EXCEPTION IDENTIFIED IN THIS PARAGRAPH
THEREAFTER.

THE PRINCE WILLIAM COUNTY REPUBLICAN COMMITTEE WILL PROVIDE A COPY OF
ALL SIGNED RENUNCIATION STATEMENTS TO THE REPUBLICAN PARTY OF VIRGINIA,
TO BE MAINTAINED FOR A PERIOD OF FIVE YEARS. ANY VOTER WHO, SUBSEQUENT
TO MAKING A STATEMENT OF INTENT, PUBLICLY SUPPORTS A CANDIDATE IN
OPPOSITION TO A REPUBLICAN NOMINEE IS NOT QUALIFIED TO PARTICIPATE AS A
MEMBER OF THE REPUBLICAN PARTY OF VIRGINIA IN ITS MASS MEETINGS, PARTY
CANVASSES, CONVENTIONS, OR PRIMARIES FOR A PERIOD OF FOUR (4) YEARS.

BALLOTING. BALLOTING WILL BEGIN AT 10:00 A.M. AND WILL END AT 3:00 P.M.,
EXCEPT THAT ANYONE IN THE REGISTRATION LINE AT 3:00 P.M. MAY CONTINUE
THE REGISTRATION PROCESS. IN ORDER TO RECEIVE A BALLOT, THE VOTER MUST
PRESENT A VALID, NON-EXPIRED PHOTO IDENTIFICATION ISSUED BY THE
COMMONWEALTH OF VIRGINIA, ONE OF ITS POLITICAL SUBDIVISIONS, OR THE
UNITED STATES GOVERNMENT.

A STATEMENT OF INTENT, PROPERLY COMPLETED AND SIGNED BY THE VOTER, MUST
BE SUBMITTED AT THE TIME OF REGISTRATION. A CURRENT REPUBLICAN PARTY OF
VIRGINIA MEMBERSHIP CARD CAN BE SUBSTITUTED FOR THE STATEMENT OF INTENT.
NO BALLOT WILL BE GIVEN TO ANY VOTER WHO HAS NOT SIGNED AND SUBMITTED
THIS STATEMENT OF INTENT. NO ABSENTEE VOTING, PROXIES, OR PROVISIONAL
BALLOTS ARE PERMITTED.

NO REGISTRATION FEES ARE REQUIRED FOR VOTING IN THIS PARTY CANVASS.

VOTES WILL BE COUNTED ONLY FOR THOSE CANDIDATES WHOSE NAMES APPEAR ON
THE OFFICIAL BALLOT. NO WRITE – IN VOTES WILL BE PERMITTED. ANY BALLOT
WITH MORE THAN ONE CANDIDATE NAME MARKED WILL BE DECLARED INVALID.

CANDIDATE FILING REQUIREMENTS. ANY PERSON SEEKING ELECTION AS THE
NOMINEE FOR SUPERVISOR IN BRENTSVILLE, COLES, GAINESVILLE, NEABSCO,
OCCOQUAN, POTOMAC, OR, WOODBRIDGE DISTRICTS, MUST MAIL A COMPLETED AND
SIGNED OFFICIAL FILING FORM [1], ALONG WITH A NON-REFUNDABLE FILING FEE
OF $1,000.00 (ONE THOUSAND DOLLARS), PAID BY VALID CHECK OR MONEY ORDER,
POSTMARKED NOT LATER THAN FRIDAY, MARCH 22, 2019, TO THE PRINCE WILLIAM
COUNTY REPUBLICAN COMMITTEE, ATTN: NOMINATIONS, PO BOX 1955, MANASSAS,
VA 20108.  CHECKS SHOULD BE MADE OUT TO “PWCRC” POSTMARKS WILL
GOVERN.

ANY PERSON SEEKING ELECTION AS THE NOMINEE FOR CHAIRMAN OF THE COUNTY
BOARD OF SUPERVISORS, MUST MAIL A COMPLETED AND SIGNED OFFICIAL FILING
FORM [1], ALONG WITH A NON-REFUNDABLE FILING FEE OF $1,500.00 (ONE
THOUSAND DOLLARS FIVE HUNDRED), PAID BY VALID CHECK OR MONEY ORDER,
POSTMARKED NOT LATER THANFRIDAY, MARCH 22, 2019, TO THE PRINCE WILLIAM
COUNTY REPUBLICAN COMMITTEE, ATTN: NOMINATIONS, PO BOX 1955, MANASSAS,
VA 20108.  CHECKS SHOULD BE MADE OUT TO “PWCRC” POSTMARKS WILL
GOVERN.

INCOMPLETE OR MODIFIED FILING FORMS, AND/OR FILING FORMS ACCOMPANIED BY
AN INVALID CHECK, WILL BE RETURNED, AND THE INDIVIDUAL WILL BE DEEMED TO
HAVE NOT FILED FOR CANDIDACY. CANDIDATES WILL BE LISTED ON THE BALLOT IN
THE ORDER THAT THEIR RESPECTIVE FILINGS ARE RECEIVED.

IF ONLY ONE CANDIDATE FILES OR IS DEEMED TO HAVE FILED CORRECTLY THEN
THAT CANDIDATE WILL BE DECLARED THE PARTY’S NOMINEE AND THE FILING FEE
WILL BE RETURNED.  IF THERE IS ONLY ONE CANDIDATE IN ANY DISTRICT THEN
THE CANVASS FOR THAT OFFICE WILL BE CANCELLED.  LOCATIONS WHERE A
CONTEST IS CANCELLED MIGHT HAVE VOTING CONSOLIDATED AT OTHER VOTING
LOCATIONS.

THE OFFICIAL FILING FORM [1] CAN BE DOWNLOADED FROM THE PRINCE WILLIAM
COUNTY REPUBLICAN COMMITTEE WEBSITE,WWW.PWCGOP.ORG [2]. IF NOT MORE THAN
ONE PERSON PROPERLY FILES FOR CANDIDACY AND IS DETERMINED TO BE
QUALIFIED, THEN THAT PERSON IS DEEMED TO BE NOMINATED AND THE CANVASS
WILL NOT BE HELD.

COMMITTEES, CHAIRMEN OF THE RULES, NOMINATIONS, CREDENTIALS, TELLERS,
AND LOGISTICS COMMITTEES ARE APPOINTED BY THE CHAIRMAN PRINCE WILLIAM
COUNTY REPUBLICAN COMMITTEE. THESE COMMITTEE CHAIRMEN WILL APPOINT THE
MEMBERS OF THEIR RESPECTIVE COMMITTEES AT THEIR OWN DISCRETION. THE
COMMITTEES WILL MEET PRIOR TO THE CANVASS ON THE CALL OF THEIR
RESPECTIVE APPOINTED CHAIRMEN. THE CANVASS WILL BE GOVERNED BY (GIVING
PRECEDENCE AS LISTED): THE REPUBLICAN PARTY OF VIRGINIA PARTY PLAN, THE
CALL OF THE CANVASS, AND THE RULES ADOPTED BY THE PRINCE WILLIAM COUNTY
REPUBLICAN COMMITTEE.

THE NOMINATION WILL BE DECIDED BY THE PLURALITY OF THE VALID VOTES CAST
AT ALL BALLOTING STATIONS. THE VOTE WILL NOT BE WEIGHTED.
