For a Mass Meeting for the 31st House of Delegates District Committee of the Republican Party of Virginia
As Chairman of the 31st House of Delegates District Committee Republican Party of Virginia, and pursuant to the Plan of Organization and as recommended and directed by the Committee, I William A. Card, do hereby issue this call for a 2017 Mass Meeting of the 31st House of Delegates District to be held at C.D. Hylton High School, 14051 Spriggs Road, Woodbridge, VA 22193:
31st House of Delegates District Republican Mass Meeting
The 2017 31st House of Delegates District Republican Mass Meeting shall be held on May 13th, 2017, beginning at 9:30 AM ET, at C.D. Hylton High School, 14051 Spriggs Road, Woodbridge, VA 22193 or at its alternate site and/or time as determined by the 31st House of Delegates District Republican Chairman, if necessary. Registration for the 31st House of Delegates Republican District Convention will open at 7:00 AM ET. Doors shall close at 9:30 AM ET, with registration continuing for those who were in line at 9:30 AM until all eligible persons inside are registered. The 2017 Prince William County Republican Mass Meeting shall be held for the following purpose:
- To select the Republican nominee for the 31st House of Delegates District;
- To transact such other business as may properly come before the Mass Meeting.
The 31st House of Delegates District Mass Meeting shall be composed of registered voters exclusively from the 31st House of Delegates District, Virginia and those appointed to assist in the administration of the meeting by the Chairman of the 31stHouse of Delegates District Republican Committee.
Filing for the Nomination for Delegate 31st House of Delegates District
Any person who desires to seek the Republican nomination for the 31st House of Delegates District, Virginia must submit a written statement to that effect, along with a non-refundable filing fee of $700.00 (Seven Hundred Dollars and no cents made out to “PWCRC”), to the 31st House of Delegates District Temporary Nominations Committee, at Prince William County Republican Committee, Attn: Nominations, 4431 Prince William Parkway, Woodbridge, VA 22192, postmarked on or before March 24th, 2017.
If only one person files or is deemed to have appropriately filed after March 24th, 2017 then that person will be deemed to be the Party’s nominee and the 31st House of Delegates District Republican Mass Meeting will be cancelled.
Qualifications for Participation
All legal and qualified residents of 31st House of Delegates District, Virginia who are voters under the laws of the Commonwealth of Virginia, regardless of race, religion, national origin or sex, who are in accord with the principles of the Republican Party and who, when requested, express in writing as may be required, their intent to support all of its nominees for public office in the ensuing election, may participate as members of the Republican Party of Virginia in its mass meetings, party canvasses, conventions or primaries encompassing their respective election districts. In addition to the foregoing, to be in accord with the principles of the Republican Party, unless otherwise stipulated by the appropriate Official Committee, a person otherwise qualified hereunder shall not have participated in Virginia in the nomination process of a party other than the Republican Party within the last five years.
A single exception to the above paragraph shall be approved for a voter that renounces affiliation with any other party in writing, and who expresses in writing that he/she is in accord with the principles of the Republican Party and intends, at the time of the writing, to support the nominees of the Republican Party in the future. Any voter that utilizes the foregoing exception, and thereafter participates in the nomination process of a party other than the Republican Party, shall not have the benefit of this exception thereafter.
A person who has made application for registration and meets all other requirements of the Qualifications for Participation, but whose name does not appear on the local registration books solely because of the books having been closed in connection with a local election, will nevertheless be deemed a legal and qualified voter.
Composition of the Mass Meeting
The 31st House of Delegates District Republican Mass Meeting shall be composed of registered voters in both Prince William and Fauquier Counties who reside in the 31stDelegate District. A valid, State-issued photo identification is required to attend the 31st House of Delegates District Republican Mass Meeting as well as a completed and signed Statement of Intent (form to be provided at the door). No proxies will be accepted. A voter must be present to vote at the Mass Meeting.
Registration Fee(s)
There are no fees required to attend the Mass Meeting.
Temporary Mass Meeting Committees
Members of the Temporary Convention Credentials, Nominations, Elections, and Rules Committees shall be appointed by the 31st House of Delegates District Republican Chairman and shall meet in advance of the Convention, at the discretion of their Temporary Chairman and/or the 31st House of Delegates District Chairman, to perform their duties subject to ratification by voters present and voting at the Mass Meeting. The Mass Meeting shall be conducted in accordance with the Plan of Organization of the Republican Party of Virginia, the Plan of Organization of the Prince William County Republican Party, and the latest edition of Robert’s Rules of Order, Newly Revised.
Revisions
In the event that the action of the General Assembly or other competent authority requires technical or conforming changes to the Call, the 31st House of Delegates District Chairman is authorized to revise the Call to make any such technical or conforming changes. The 31st House of Delegates District Chairman must promptly post any such conforming changes on the Committee website www.pwcgop.org and www.rpv.org
